Project Scope
ELWA Hospital was founded in 1965 to complement the evangelistic and church development ministry of ELWA Radio. Prior to the 1989-2003 civil wars, the hospital was a highly reputable provider of health care services within the larger context of Liberia. Sadly, the war resulted in the hospital being looted and severely damaged on at least 2 occasions. Western missionaries came and went over the years according to the ebb and flow of the conflict. Local staff maintained some basic patient services as best they could but encountered many difficulties. Meanwhile, the fabric of the ELWA Hospital deteriorated partly due to the saline conditions of the coastline, and partly due to a lack of resources for maintenance.
In the first quarter of 2011, two consultants were engaged by SIM to review and make recommendations regarding the situations of SIM Liberia, the ELWA ministries, and ELWA Hospital in particular. From these strategic planning sessions, the group defined their core values and purposes, and then developed a new mission statement:

EMI will be providing multiple trips and teams to the ELWA campus over the course of the next few semesters. This first team will set the tone for the hospital campus with a focus on master planning, hospital programming, site assessment and designing the first building, the outpatient clinic. At the time of this posting, EMI is still in the process of firming up the exact scope of this phase with our two clients SIM and SP (Serving in Mission and Samaritans Purse). This first team will be on a fast track schedule, the design and report will need to be finished and published by May 1 for construction to start this summer. Note, this will also help prepare the next team that will leave in early June to design phase 1B.
- 1. Master-planning and extensive programming for the new ELWA Hospital.
- 2. Survey the existing ELWA campus
- 3. Focus on infrastructure planning: i.e. security, transportation, water, waste water, electrical, drainage.
- 4. EMI would be providing design and construction documents for a new OPC (Hospital Outpatient Clinic). The first phase of the OPC would be generic & interchangeable with the rest of the hospital.
